Microsoft also added a new Developer Tools feature, called IntelliTests, that can run on any IDE without any additional programming knowledge. Microsoft will soon start offering the IntelliTests in Visual Studio 2019.
Microsoft's other new development tool, the Windows Phone 8.1 and 8.1.1 preview, is already available for download. In a blog post, Microsoft explained that its Windows Phone apps are being optimized for Windows 8, and that Windows 10 is being released "soon" to users without any experience with Windows 8.1. Microsoft also said that Windows 8.1 is going to be the primary operating system for Windows Phone 8 developers, and that "there are no more pre-orders for Windows Phone, so you can pick up a phone from Microsoft in early October."
Microsoft's latest Windows Phone 10 preview includes enhancements to the OS and a number of new features.
In addition to Windows Phone, Microsoft also announced the Visual Studio 2019 Developer Tools, which will enable developers to use Visual Studio in the Microsoft Visual Studio toolkits they've purchased recently. For these tools, Microsoft announced that it will be making them available only to developers who are running a new Visual Studio version of Visual Studio, a step that will be especially useful to developers who want to install Visual Studio 11.1.
Microsoft is also working with Microsoft Windows 8.1 and Windows Phone 8.1 Preview to help developers build and test their new and improved apps. We'll keep you updated on all of this as it develops.
