The changes were made to ensure that the new law won't be a slap on the wrist for the car rental companies. The legislation would have limited any future changes from the company that did not take effect immediately, and would have required all car rentals to pay property tax of up to $25,000. It would have required the state to pay property taxes of up to 20 percent on up to four vehicles leased or rented to those who rented or loaned their own cars (a standard rate of $75 per vehicle). It only took effect next November after the Illinois State Senate passed a bill that would have limited all the state's own private car rental companies to only owning two cars per customer.

For those of you unfamiliar with the business model of car sharing, it's essentially a car sharing service where you share a car with your friend and drive across the country while you meet your friends and family in person via mobile phone. It's not like a car sharing service like Uber or Lyft, where people pay their drivers for all the services they have available. And it doesn't work that way.

When I heard about the Illinois bill, I asked one of my co-workers, Chris Taylor, why it didn't pass. He had started renting from a local rental car company and was wondering more than ever whether it could possibly be a success. He said the company's goal was to provide consumers with the highest possible value for their money while making it easy to get to the most desirable destinations without having to purchase additional insurance.

So, I asked if he was going to pay for the insurance and that he didn't think it was a good idea. His response was that he would be happy to pay for it, but he would have to buy it out of pocket or pay a fee.

"Well, the insurance is a big part of the cost of that," said Taylor. "I would have to buy it out of pocket for that to work. But it's a lot simpler to do than it is."

The company says that it is working with the Illinois Department of Motor Vehicles, so that everyone who rents a car that has an insurance policy will have at least one car on the road for the first time.
