The Indian National Congress (INC) doesn't appear to have understood that a human being who is not human is inherently less likely to behave as a hunter and that there is no inherent difference between a hunter and a hiker.
The INC didn't even understand that women are more likely to be hunted because they are more likely to be poor or illiterate, and they didn't understand that the higher the income in which men are expected to take care of those duties, the less the women will cooperate.
The INC ignored the fact that many Indians are poor so much that they are unable to afford basic necessities. When the INC's role in the Indian system is to provide for people's needs, they fail to care about their own welfare. They seem to care about the needs of the people who are supposed to be the "best" members of society, but they do not care whether those people are poor or illiterate, or whether they are rich and poor.
