Although the OPCW's headquarters is located in The Hague, it is also the headquarters of the OPCW's Headquarters in the United States with offices in Washington DC. This is similar to what appeared to have occurred in November 2013 when U.S. intelligence officers discovered a large amount of radioactive water in the basement where the lab was being used as a base for biological tests on a possible chemical weapons attack.

When the investigation was completed it revealed that the suspects were all arrested from the OPCW's headquarters at the same time, but the investigation did not conclude that they had been involved in the attack.

The Russian government subsequently issued a statement claiming that it had found no evidence to support the idea that the OPCW had taken part in the Russian military operation.

"The OPCW had no direct or indirect evidence of any activity by the Russians or any other foreign power, and therefore did not consider its involvement in any of the operations of the Russian government to be a threat."

In May, two Russian officials were arrested in Amsterdam by Dutch law enforcement authorities, who had found that they had conducted intelligence surveillance against the Netherlands' top intelligence services.
