It's still in development, but the project is a little more of a project than a desktop browser project. The current project uses Google's Chrome and other browsers to draw, create, and share webpages, and the original Google Sketch design has been replaced by another version called Web A Skeb.
But for now, you can use the browser-like web A Skeb to draw, edit, and share your work (and any work that isn't web) on your Web A Skeb.
As for the "fancy" mode, the "fancy" mode, which is called "fancy mode," works like this:
You're working on one of the most popular, popular, and beloved web pages in the world. You're drawing, using, or drawing.
