The rules change the structure of broadband use by municipalities and state governments in order to allow for more competition among providers.

The Internet Service Providers Association will also be required to disclose its business practices with respect to broadband service providers.

As part of the proposal, Verizon Communications, Google, Facebook, and Comcast have filed a lawsuit against the FCC alleging that their broadband services are throttled or blocked. Verizon has already filed a lawsuit against the FCC, and has asked for a permanent injunction to prevent the FCC from enforcing the proposed policy.For the first time in its 23-year existence, the US Government has declared that the US is a democracy.

The United States' commitment to democracy is enshrined in the Constitution. The Constitution is the most explicit and clear statement of the US Constitution. The US government is an integral part of all of the world's democratic institutions and programs. The US Government is the single largest contributor to the economic and social prosperity and stability of the world.

The US Constitution's most serious and defining part is the Fourth Amendment and the right to free speech and expression. The Fourth Amendment protects the right of the people to be free from unreasonable searches and seizures. The Fourth Amendment provides that the president and the head of the government are not required to testify before Congress or the courts. The Constitution also prohibits unreasonable searches and seizures on the basis of religion, race, color, national origin, sex or sexual orientation. The Fourth Amendment protects the freedom to exercise religion of any kind.

The US Constitution is an international treaty, ratified by 194 nations, and is the basis for 21 international agreements, including the International Covenant on Civil and Political Rights. The United States has ratified nearly 100 international treaties on human rights. Each of these treaties recognizes the right to privacy and freedom of expression. The US Constitution's language is clear and unambiguous - that Congress is the law of the land, the judiciary is the law of the land and the public has a right to a free and informed opinion about the law of the land.

The US Constitution's fundamental constitutional duty is to protect the fundamental rights and freedoms guaranteed to all citizens. The Constitution says:

The Constitution of the United States, as amended, is the law of the land, the people, and the laws and ordinances governing government, and they are the laws of the land.
