This is not a huge surprise given that I have heard that the Xbox One version of PS4 was originally intended to be free for all. But while this is a good thing, I think it's worth noting that the PC version was originally meant to be free for all.
I also don't see how it would be a good idea to offer you PS4 games on an Xbox One as a permanent copy of the game. Why would you want that? The PlayStation 2 version of The Witness is $50, and the PC game The Witness is $75. I'm not sure if you could afford to have multiple copies of the same game for free, but I don't see why you wouldn't want to give it away at a regular price. If the game is free enough, it could be useful for a lot of players.
A more interesting point is that you can simply purchase the PC version of any of the games you like: a free download that runs on all PS4 consoles.
As for all of the other games available on the PS4, you'll actually have to do some work to get all of them to work. It seems that PS4 developers are having trouble finding good programmers to produce PS4 games as the system grows, so they're trying to create a solution through a combination of free time and a bunch of time spent with other games in the works. It's not clear how long it's going to take before they manage to get all of the other games to work, but I'd wager that it's not going to last long at this point.
Update: The PlayStation®4 version of Playerunknown's Battlegrounds is now free to play.
